Approximately 400 federal officials engaged in directing emergency activities in New Jersey, gave President Roosevelt a rousing welcome when he stopped off in Newark en route to New York to attend their semi-annual meeting at the Robert Treat Hotel. Left to right, Mrs. Franklin D.
